The public Service Commission Report (1993) identifies the goal of achieving a quota of Aboriginal employment in the Australian Public Service: "By the Year 2000, 2% of APS. staff are (to be) Aboriginal or Torres Strait Islander people". According to the APS Continuous Record of Personnel (Administered by the Department of Finance) just 2,705 employees identified themselves (it is a voluntary survey, resulting in dubious, at best results) as Aboriginal. Another 97,075 said they were not Aboriginal - but a staggering 29,554 failed to specify one way or the other.

  • In many instances, Aboriginality is a listed requirement for APS positions - no one else need apply. Furthermore, employers who employ Aboriginal people get subsidies from DEET (at greater rates than long-term unemployed non-Aboriginals to various agencies, including local government and the tourism industry.

    CES Provisions

  • $150 a week (immediately) for 20 weeks to employers
  • $3,000 (immediately) per trainee taken on by APS
  • Eligible for Jobstart after one month
  • If never employed, provides 13 weeks work experience in the field of their choice, with full wages and allowances.

  • Non-Aboriginal

    CES Provisions

  • $150 a week (after being unemployed for 26-51 weeks) for 13 weeks
  • $1,950 (only if unemployed between 26-51 weeks)
  • Eligible for Jobstart after six months
  • Job skills program, only for those unemployed for 12 months to gain experience and training for 26 weeks. Only a training wage is payable - $280 a week

  • Comparable program (TAP) does not exist.
  • Dept of Social Security provides:
  • Specialist liaison for Aboriginals
  • Support Network(officers) for Aboriginal and Torres Strait Islander Parents

  • Unemployed have access (after one) month to Job Clubs, which provide job search techniques.

  • Jobtrain program available, providing formal training aimed at local labour markets and durable workforce skills (ie clerical and retail). Also qualifies them for Formal Training Assistance (FTA.) allowances.
